1. It should be easy to use. This is the first requirement, because most users of CMS are not the programmer who develop THAT web content management system. Even if they are THE PROGRAMMERS, they could forget the usage if it is very complex. So, CMS should be easy to use, for all kind of users.

2. Drupal is a good CMS but in my opnion not suitable for general user’s needs since its admin backend is not easy to understand for non-technical people.

3. If the site would consist of basic blog-like webpages, then WordPress is the way to go. But if not, you should choose different one.

4. Joomla typically requires having a sit-down with the client to go over the basic features of how to use the software.

5. You should try Joomla! only when you don’t want to spend money on a web design company.
